Hey, if I upgraded to the 24 tracks on my iPhone, will I have them available on my iPad too after syncing both to my laptop?

Yes, once you've bought the additional tracks, you should recover them on all your iDevices once you've synchronized them with your computer

You can repurchase the upgrade on all the devices, and as long as you use the same iTunes account, you will not be charged again. The app store keeps track of all app purchases and in-app purchases and will never charge you twice for the same one. You will still get the popup "Are you sure you want to purchase?" but after clicking OK, you will get a final popup "You have already purchased this, press OK to download it again for free"
